Crisis preparedness in the community: students of Tallinn University visit Kopli 93

On 24 March, students of Social Innovation at Tallinn University visited the Kopli 93 community centre to learn about community initiatives and how social innovation is translated into practice. During the visit, Andre Pichen, a master of the makerspace and Anne-May Nagel, co-founder of the Crisis Research Centre, presented the activities of Kopli 93.

Among other topics, the Crisis Research Centre presented the crisis skills training programme of 2024. This was a project supported by the National Foundation of Civil Society and aimed at increasing awareness and preparedness of the local community for different crisis situations. The focus of the project was on community-based learning and practical skills to cope with unexpected events.

The training programme focused on three areas: first aid, mental health first aid and survival skills development. Participants learnt how to provide assistance in case of physical trauma, how to provide mental health first aid and how to purify water, prepare food and keep warm in the case of disruption to essential services. There was also a strong emphasis on strengthening the ties between members of the community, as this plays an important role in building community resilience.

Andre Pichen, a master of the makerspace, shared his experience in setting up and running the makerspace. The makerspace is a place where residents can get hands-on and learn practical skills, from simple repairs to more complex projects. But the workshop is not just a technical space; it is also a meeting ground, with the potential to build a sense of community.

The visit gave students the opportunity to understand how grassroots initiatives can provide effective solutions to societal challenges. Community hubs like Kopli 93 are platforms where local initiative, social innovation and practical skills meet – also for developing crisis skills.

Kopli 93 community members learned how to survive in the city

On May 11, trainers from the Defence League’s Women’s Voluntary Defence Organisation paid a visit to the Kopli 93 community facility. Specifically, members of the Kopli 93 community and Tallinn residents learned “How to Survive in the City” to learn how to cope without electricity, hot water from the tap, or poor weather.

The session also covered what supplies every person and family should have in the home, followed by a discussion about how to add to this list and tailor it to their specific needs. It was emphasised that it is critical to stock up on items that are truly used. For example, if you don’t eat fish, it’s not worth stockpiling canned fish; instead, focus on what your family is used to eating.

You should also stock 3 litres of water per person every day. It is also worth checking the supply of medicines, first aid kits, and sanitary supplies. In addition, cash for the family’s basic requirements, and if the family owns a car, keep the tank at least half full. There should be a battery-powered radio for information and a battery bank to keep your phone charged.

The training emphasises the significance of individual readiness, as the state and public services cannot always be relied on in a crisis. This is why it is critical to be prepared beforehand, as it will tremendously benefit local authorities and civil defence specialists.

Crisis Skills Month at Kopli 93

As part of Crisis Skills Month, the Kopli 93 community civil defence project local educates residents on how to deal with various types of crises.

The project will train the Kopli 93 community in mental and physical first aid, cyber security, and urban survival. “The community members will be trained by recognised experts, and there will be a special focus on mapping the community’s resources and preparedness,” said Hannes Nagel, head of the NGO Crisis Research Centre.

As a result of the project, the community will have a civil defence roadmap that includes a description of the current situation as well as recommendations for future capacity building. “Enhancing community crisis preparedness is the easiest way to move from the deeply rooted individualism in Estonia to collective crisis preparedness, at least at the community level, which will also support the municipality in crises as a new public good,” he said.

Community members received security in cyberspace training during Crisis Skills Month

Why should anyone bother to fish for personal data and how wise is it to send cash via Omniva parcel machine? How can you ensure that your smart device serves as a tool rather than a nuisance? In order to strategically improve each person’s civil defence capacities in the Kopli 93 community, answers to these and numerous more issues were sought out throughout the cybersecurity training.

Participants in the Kopli 93 project’s second two-day training session acquired a thorough awareness of cyberspace security, which is vulnerable to several threats from both outside sources and their own irresponsible actions. Erki Naumanis, the trainer, provided multiple instances of how to configure your smart device so that you can use it safely and don’t jeopardise your private information. For instance, you should avoid using public Wi-Fi networks (unless absolutely necessary) and avoid using a USB charger in an unfamiliar location without an adaptor because it may provide access to your smart device.

A spirited conversation among the attendees was sparked by the topic of data protection issues, including the Apotheka case, and different cybercrimes that pose the greatest threat to Estonians. Erki also concentrated on the history of the scam letters, describing with examples how they have changed over time and are now able to appear increasingly genuine because of artificial intelligence’s capabilities.

Erki Naumanis, the trainer, also gave to the participants personalised feedback on the security features of their smart gadgets and on their behavioural patterns, which inspired some to alter. Community members received mental first aid training during Crisis Skills Month

What is a depression traffic light, what have you missed due to anxiety, and how can you help a community member, friend, or colleague during a panic attack or anxiety? Answers to these and other concerns were sought at the mental first aid training in Kopli 93, which aimed to improve individual level civil defence capacities.

The Kopli 93 project’s first two days training gave participants a thorough rundown of mental first aid fundamentals, its significance, and how to apply what they learned to assist others. After providing an introduction of mental health, the trainer, Umberto Dorus Geerts from the NGO Peaasjad, concentrated on more specialised subjects like stress, crisis, trauma, depression, and suicide risk assessment.

Additionally, the current complex geopolitical and dangerous security environment was used to address anxiety and anxiety disorders, an urgent problem in society. Umberto also focused particularly on how to address these challenges and offered many methods for discussing and understanding them, which will foster the environment needed to assist others.

Participants got the chance to take an individual self-assessment at the conclusion of the session to check if they had retained the knowledge presented. We are grateful to Umberto Dorus Geerz (NGO Peaasjad) for leading the Kopli 93 civil defence project’s mental first aid training.

TRAINING | Security in cyberspace

As part of Crisis Skills Month, the Crisis Research Centre and Tallinn’s Kopli 93 Community Centre will offer a free, two-day cybersecurity course with a hands-on component on April 19th and 20th.

Smart devices have made people worry about security in new places, like the internet. You can face threats in the online world, such as spam, identity theft, and information warfare. What to watch out for in a more serious crisis and how to reduce threats when things are calm? How can you use your smart device to your advantage instead of against you?

The trainer will be Erki Naumanis, a cyber security expert with a Master’s degree in cyber security from Tallinn University of Technology and a lot of experience in IT security at different companies. There is no cost for the training, which will be held in Estonian. Everyone who takes part will get a certificate.

As part of Crisis Skills Month, the Crisis Research Centre and Tallinn’s Kopli 93 Community Centre will offer a free two-day course in mental health first aid on April 5 and 11.

If you work at Kopli 93, like in the garden or the repair shop, or if you do any kind of manual work, you will need to find a bandage or clean up a small cut from time to time. The basics of giving first aid to people with wounds on their bodies are well known. But how do you give emotional and mental distress first aid, or mental health first aid?

SLike physical first aid, mental first aid can be done by anyone who knows how to do first aid and has been trained in it. You will be able to help someone with mental health problems by giving them initial support and information, and you will also be able to use basic self-help techniques to improve your own mental health.

The teacher is a psychologist from the NGO Peaasjad named Gea Ashilevi. It’s free and in Estonian, so anyone can take it. Everyone who takes part will get a certificate.

With the help of the Tallinn Community Centre Kopli 93 and as part of Crisis Skills Month on April 26, the Crisis Research Centre will hold a free first aid course that will also talk about the dangers civilians face in armed conflicts.

What is the most important thing to remember about first aid, even when things go badly? We’ll go over the most common injuries, accidents, and outbreaks and review what we know. New skills are important in times of peace and in times of all kinds of crises, whether they are caused by nature or by people, like in Ukraine.

Andrus Lehtmets, a paramedic with a lot of work experience, is the trainer. He has been a medical officer and specialist at the Joint Headquarters of the Estonian Defence League for almost 20 years and is also a lecturer at the Tallinn University Institute of Natural and Health Sciences. There is no cost for the training, which will be held in Estonian. Everyone who takes part will get a certificate.

TRAINING | How to survive in the city?

On May 11, as part of Crisis Skills Month, the Crisis Research Centre, in collaboration with Tallinn’s Kopli 93 Community Centre, will host a free practical training on how to survive in the city and what to learn from Ukraine.

The training will include practical training under the guidance of Womens Voluntary Defence Organization (branch of the Estonian Defence League) instructors and we will learn basic skills to survive in an urban environment in case of a serious crisis. Water, food and warmth are the most important things for survival, we will focus mainly on these three, but we will also talk about how Ukrainian civilians have learned to cope in war and how and with whom to evacuate themselves.

The trainers are experts from the Womens Voluntary Defence Organization. The training will be held in Estonian and is free of charge. Participants will receive a certificate.

Invincibility Centre pilot project for capacity development starts at Kopli 93 community

This year, the NGO Crisis Research Centre, in collaboration with the Kopli 93 community, will host the largest community-based civil defence project in Estonia to date, training key community members on critical crisis skills. In addition, a base emergency reserve system that can be deployed in a crisis will be established.

Aside from a lack of permanent funding in the field, one of the most pressing issues for population protection in Estonia is people’s lack of awareness of how to deal with crises, with recent surveys indicating that only 15% of people would be able to cope independently in a crisis. “While some things can only be developed by the state, such as a siren network, shelter requirements, and, finally, adequate funding for civil defence, there are others that everyone can consider for themselves and their community. Raising community crisis preparedness is a positive direction for the state to invest in; it’s always easier to prepare for crises together, and that’s what we’re doing with the upcoming project,” said Hannes Nagel, head of the NGO Crisis Research Centre and Kopli 93 community member.

Kopli 93’s civil defense capacity development project aims to provide key members of the community with basic crisis management knowledge, including how to cope in the event of an armed aggression. “The training will include both mental and physical first aid, cyber safety, and urban survival. However, an important component of the project is community work, in which we will map existing resources and preparedness,” Nagel stated. The project will train community members with the help of recognised experts.

As a result of the project, a roadmap will be developed for the Kopli 93 community as a civil defence concept, outlining the current situation and the need for additional capacity building in the short and medium term. “The latter is necessary so that both the community and the local government are aware as to what else needs to be done at the community level. This project is a community pilot, so it will provide initial feedback and build baseline capacity. Civil defence, like Tallinn, is never finished; there is always room for improvement.

The National Foundation of Civil Society is supporting the project “Empowerment of the Kopli 93 Community Centre as a pilot project of the Invincibility Centre for Civil Defence”. The project team would like to thank the Salme Cultural Centre, the Government of Northern Tallinn, the City of Tallinn, the Tallinn Municipal Police, the Rescue Board, and the Estonian Rescue Workers Union for their assistance and feedback on the project’s design.
